It is paid in cash on arrival, by law.
The local governments can change the amount rather suddenly, without advance notification to property owners and managers. This means that you may find that the tax amount when you arrive is slightly different than what you were quoted when you made a reservation. The property owner and manager has no control over the amount or changes, but needs to collect what the government mandates. You are required to pay the tax in force at the time you arrive.
Airbnb reservations: the tax is collected within your reservation payment and is handled by Airbnb directly. You do not have to pay in cash on arrival nor deal with any increases.
The tax applies to the first 7 or 10 days of your stay depending on location.
